Peru and The Shining Path Today
After Guzman's arrest and the fall of the dictatorship that held Peru, a new democracy was put in place. Most areas of Peru were resilient and were able to bounce back from all of the violence and killing that was cased by the Shining Path and Peruvian military. As early as 1993, just a year after Guzman was arrested, there was a smaller presence in Shining Path militants in the Andes mountains and surrounding areas, resulting in a significant increase in tourism from the years before. Guzman's arrest helped Peru return to the peacefulness it had before the group.
In 2000, when new leadership and institutions emerged, the government established a Truth and Reconciliation Commission that researched and listen to personal accounts of what happened during the 20 years of conflict that overtook Peru. The picture above shows the commission shaking hands with one of the indigenous people that testified to what she saw while living in an area that was occupied by the Shining Path.
There were many other individuals that gave personal accounts of what they survived and dealt with on a daily basis. The commission looked at both sides of the conflict, concluding that both the Shining Path and the Peruvian government committed acts against human rights. Both of these groups were said to have caused much suffering and violence to many innocent people. There are still some small scale attacks that are perpetrated by off-shoots and fractured groups of the Shining Path, but there is a large decline in their activity in Peru today.

This movie produced by New Day Films tells the story of fear and terror that spread across Peru during the insurgencies of the Shining Path and the attempts to regain control by the Peruvian military. New Day Films organized this film by depicting the two different worlds of the flourishing capital, Lima, and the rural areas of the Andes and mountainous regions that were being overcome by revolutionary ideas. It explained how the shining path used attacks to spread chaos all over the country of Peru. In film footage, testimonies, and narrative, the movie goes into great detail of how the military and revolutionary group clashed and hurt many innocent citizens over 20 years.
The video shows how the government used fear to push democracy to the side, replacing it with a dictator and corruption. Finally, in 2000 the regime collapsed, where a new democratic order was put in place. This new government established the Truth and Reconciliation Committee to report and clarify the human rights abuses that were committed by the Shining Path and the Peruvian government.
Most of the information used was provided by the Truth and Reconciliation Committee and was found during their investigation of the time period. This video used information, clips, pictures, and testimonies of individuals during that time to document how this 20 year conflict changed Peru forever. Truth About Terror depicts how Peru embarked on its 'war' on terror, but also ruined its democracy and the lives of citizens as well.
